Charles Frederick Minchin was born 22 September 1862. He was the son of Charles Nicholls Minchin and Mary Jane Morgan Lugard۔
He gained the rank of Lieutenant in 1882 in the service of the Bedfordshire Regiment and was commissioned in 1885, in the service of the Indian Army. He gained the rank of Lieutenant in 1886 in the service of the 1st (Prince Albert Victor's Own) Punjab Cavalry, Indian Army. Charles was with the Indian Political Department in 1891.
He was second in command of an expedition sent by British West Charterland Company, London to Lake Ngami Country in South Africa in 1897. He was also Assistant Political Officer, Khyber, Chitral and Gilgat.
He fought in the Boer War between 1899 and 1902, with the South African Field Force and with Thorneycroft's Mounted Infantry for which he was decorated with the award of the Companion, Distinguished Service Order (D.S.O.) in 1900. He was twice mentioned in Dispatches and gained the Queen's Medal and the King's Medal with eight clasps.
He was Lieutenant-Colonel of the 18th Battalion, Imperial Yeomanry.
In 1902 he was Political Agent to Bikanir; in 1904 was Consul-General to Khorassan and Seistan. and in 1906 was Superintendant of the Gazeteer revision, Baluchistan.
At the age of 43 Charles married 29 year old Violet Winifred Ellis (the daughter of Henry Ellis) on 23 November 1905 at All Saints' Church, Bournemouth, after Banns۔
He was Political Agent, Dir, Swat, Chitral and the North-West Frontier Province in 1907 and a Political Agent, Baghelkhand in 1908. Charles was Deputy Commissioner of Bannu between 1909 and 1910.
He held the office of Divisional and Sessions Judge of Derajat between 1911 and 1921, when he retired and returned to England.
He was living at 5 Selsey Avenue, Southsea, Hampshire when he passed away on 7 December 1943 at age 81۔
